Pillar I: Excellent Science
The new program is implemented through three main pillars. Pillar I "Excellent Science" [total 25.8 billion EUR*] should strengthen and expand the excellence of the scientific base of the European Union. The aim is to continue to support frontier research projects which should be defined and managed by the researchers themselves through the European Research Council (ERC) [16.6 billion EUR*], funding grants and researcher exchanges under Marie Curie-Skłodowska Actions [6.8 billion EUR*] and investing in world-class research infrastructures (including e-infrastructures) [2.4 billion EUR*].

Pillar II: Global Challenges and European Industrial Competitiveness
Pillar II "Global Challenges and European Industrial Competitiveness" [total 52.7 billion EUR*] should strengthen key technologies and solutions to support EU policies and sustainable development goals. It should therefore directly support research on societal challenges, strengthen technological and industrial capacities and set EU-level "missions" with ambitious objectives that address some of the biggest societal problems and challenges.
Pillar II also includes the activities of the Joint Research Centre (JRC) [2.2 billion EUR*] that support EU and Member State policy makers with independent scientific knowledge and technical support.
As part of the draft budget, information on the expenses of clusters is also provided within the second pillar of the program. Pillar II is divided into the following six clusters:

Pillar III: Innovative Europe
Pillar III "Innovative Europe" [total 13.5 billion EUR*] should stimulate breakthrough solutions that contribute to building a market and ecosystems favorable to innovation. It is aimed at making Europe a key player in market-creating innovation through the European Innovation Council [10 billion. EUR*].
The European Innovation Council should provide direct and tailored support to innovators through two main funding instruments - "Pathfinder" (support from the early technology stage to the initial commercial phase) and "Accelerator" (support for the further development and commercialization of breakthrough innovations to the stage in which investors will be able to finance them under standard business conditions).
Horizon Europe Pillar III helps to develop the overall area of innovation in Europe, also by further strengthening the European Institute of Innovation and Technology (EIT) to support the integration of actors with the common goal of developing innovation in research, higher education and business area [3 billion EUR*].
There is also a proposal to allocate 500 mil. EUR* for "European Innovation Ecosystems" measures.
