Human Resources Strategy for Researchers (HRS4R)

HRS4R and its characteristics

The Human Resources Strategy for Researchers (HRS4R) is a tool designed to harmonize human resources management in accordance with the principles of the European Charter for Researchers, a set of 40 general principles and conditions. This document defines the roles, responsibilities, and requirements of researchers, employers, and research funding organizations, as well as a Code of Conduct for the Recruitment of Researchers. Together, these documents form a basic framework of general principles and conditions that employers should adhere to in order to ensure open, transparent, and merit-based recruitment of researchers.

The European Commission recognizes the proper and substantive alignment of human resources strategy with the principles of the Charter and Code by awarding the HR Excellence in Research Award. This label increases the attractiveness of the institution as an employer and potential project partner for cooperation within international (research) schemes in the European Research Area.

The University of Prešov in Prešov began the process of obtaining the HR Excellence in Research Award in 2024, specifically on October 7, 2024. Over the past few months, the university has made considerable efforts to prepare the documentation required by the European Commission, including conducting a survey among employees to identify satisfaction and gaps in the perception of the above-mentioned 40 principles and conditions in connection with the implementation of research at the University of Prešov in Prešov.

The documents have been sent to the European Commission for evaluation.
