Public administration reform in Ukraine: lessons learned from Slovakia and Poland

 V4EaP Standard Grants Project supported by the International Visegrad Fund - No. 21250090

 

        Project aims first, to elaborate policy recommendations for the central and regional authorities of Ukraine in the field of public administration reform based on the experience sharing with the respective reforms in Slovakia and Poland; second, to contribute to the implementation of the Eastern Partnership Roadmap 2012-13, particularly to its multilateral dimension (see the Joint Staff Working Document of the EC and HR/FASC: SWD(2012) 108 final, Brussels, 15.5.2012 ) – Areas A.3. Public administration reform, and A.4. Regional and local authorities (pp. 3-4), including the bilateral dimension of the EaP 2012-13 Roadmap (see SWD(2012) 109 final, Brussels, 15.5.2012) – objectives for Ukraine as identified within the area A. Political association and economic integration (p. 8-9); third, to contribute to the convergence of administrative competences of regional and local actors in Ukraine with neighbouring Visegrad countries in order to improve conditions for the cross-border cooperation on the external border of the EU; fourth, to mobilize research capacities of the regional universities in Presov (Slovakia), Rzeszow (Poland), and Uzhhorod (Ukraine)for the needs of both policy planning and policymaking of the regional and local political actors in Ukraine; fifth, to contribute to the on-going public discourse in Ukraine on public administration reform, including strengthening regional and local self-government through presenting experiences of Slovakia and Poland; and sixth, to facilitate research cooperation between the departments of political sciences of the three universities located in the regions on external border of the EU – Presov (SK), Rzeszow (PL), and Uzhhorod (UA).
