Organisational Regulations

 

In accordance with Act No. 131/2002 Coll. on Higher Education and on Changes and Supplements to Certain Acts as amended and in accordance with Act No. 19 par. 3 Statute of the University of Presov I issue these Organisational Regulations after deliberation in the Academic Senate of the University of Presov.

 

Art. 1

Basic provisions

1. The organisational regulations of the Centre of Competences and Lifelong Learning (hereinafter referred to as the “organisational regulations”) are issued by the Rector of the University of Presov (hereinafter referred to as the “university”), in accordance with Act No. 131/2002 Coll. Higher Education and on Changes and Supplements to Certain Acts as amended (hereinafter referred to as “Acts on Higher Education”) as an internal regulation of a part of the university.

 

2. The organisational regulations regulate:

a) the organisational structure of the Centre of Competences and Lifelong Learning (hereinafter referred to as the “centre”),

b) the position of the organisational parts of the centre, their cooperation and principles of management.

3. The organisational regulations are binding for all employees of the centre, including those who perform work based on agreements on work performed outside the employment relationship.

4. The headquarters of the centre is in Prešov.

5. For operational needs, it is possible to use the abbreviation CCKV PU.

 

Art. 2

Mission and focus of the centre

1. The centre primarily carries out educational activities in the field of social and natural sciences.

2. The centre is a university-wide workplace providing special language training and teaching of information and communication technologies at the university in accordance with accredited study programmes.

The centre creates the conditions and environment for the development of the educational and scientific process with the help of information and communication technologies and audiovisual equipment, and by fulfilling its tasks in an efficient and creative way, it contributes to the fulfilment of the mission of the university in educational and scientific research activities within the framework of continuing education in accordance with the long-term intention of the university.

3. The centre applies for funds mainly from the state budget, from payments for participants in further education, from a purpose-determined subsidy from the state budget, from the budget of the Labour, Social Affairs and Family Centre (if it concerns the retraining of registered unemployed and employees according to a special regulation), from the budgets of cities and municipalities, from the funds of foundations and other legal entities and natural persons, as well as from the funds of employers, from the funds of agencies for the support of science and research at home and abroad.

4. The centre develops cooperation with workplaces operating in the field of continuing education, with other universities, research workplaces and organisations at national and international levels.

 

Art. 3

Organisational structure

1. The organisational structure of the centre consists of:

a) governing bodies:

            aa) Director,

ab) Deputy Head,

 

b) managed bodies – parts:

            ba) University of the Third Age (UTV PU),

            bb) Institute of Digital Competences (UDK PU),

bc) Institute of Language Competences (UJK PU),

            bd) Audiovisual Studio (AV Studio).

 

Art. 4

Management principles

1. The centre is managed by the director, who is appointed to the position by the rector based on the results of the selection process. The director is dismissed from office by the rector.

2. Management is carried out operationally and based on the principle of a single leader. This principle is based on the precise definition of duties, and the determination of the rights and responsibilities of each employee.

3. The director of the centre appoints and dismisses with the consent of the rector the heads of the following departments: the University of the Third Age, the Institute of Digital Competences, the Institute of Language Competences and Audiovisual Studies.

4. The specific role of managed bodies is to:

a) perform professional activities for which they were established; the sum of these activities constitutes their professional scope,

b) cooperate with other parts of the centre and provide them with information from the field of their professional activity,

c) cooperate with other parts of the university and their cooperating scientific research and pedagogical institutions,

 

Art. 5

Director of the centre

1. The director of the centre is a senior employee of the university under the supervision of the rector and is responsible for their activities to the rector.

2. In justified cases, the director of the centre may delegate part of their authority and tasks to one of the deputy heads of the specific parts of CCKV in accordance with applicable legal regulations. By delegating part of their authority, the director is also responsible for the performance of tasks.

3. The director of the centre negotiates on behalf of the centre within the powers delegated by the rector with representatives of universities and institutions of continuing education at national and international levels, with representatives and heads of central bodies of state administration and self-government. He informs the rector about his negotiations.

4. The director of the centre, in addition to the basic duties arising from Act No. 552/2003 Coll. on the performance of work in the public interest, as amended, the Labour Code and internal regulations of the university, within its scope:

a) ensures the implementation of the concept of the centre,

b) ensures, together with the heads of departments, the development and breakdown of plans for the centre's educational and scientific research activities, monitors and controls their implementation,

c) represents the centre externally,

d) issues internal organisational and management standards of the centre, ensures their updating and innovation in order to create the most efficient organisational structure and form of management of the centre,

e) manages, controls, and evaluates the activities of the leading departments, through pedagogical and professional employees assigned to the centre, ensures work control, and imposes appropriate measures,

f) submits proposals to the rector for concluding, changing, and terminating employment relationships of the employees assigned to the centre,

g) submits proposals for inclusion in salary classes and salary grades and for awarding salary to employees assigned to the centre,

h) implements measures against employees assigned to the centre in cases of violations of work discipline,

i) ensures compliance with contractual, labour, salary, and financial discipline,

j) submits proposals for awarding personal allowances and rewards to employees assigned to the centre,

k) manages and is responsible for the area of ​​foreign relations of the centre.

 

Art. 6

Individual parts of CCKV

1. Individual parts of CCKV are established to fulfil specific pedagogical and scientific research tasks.

2. The number and names of its parts can be changed at the proposal of the director of the centre by an amendment to the Statute of the University of Presov, an amendment to the Statute of the Centre of Competences and Lifelong Learning and an amendment to these organisational regulations.

3. Members of the individual parts are internal and external employees assigned to the centre.

4. The head deputy of the part of the centre can be appointed and dismissed by the director of the centre after the approval of the rector.

5. The head deputy of the part of the centre has the following rights and obligations:

a) to carry out organisational and management activities of the individual part of the centre in close cooperation with the director of the centre,

b) to decide on all economic-financial and administrative operations within the scope of authority granted by the director of the centre,

c) to evaluate the results of pedagogical and scientific research activities of employees in the centre, to submit proposals for personal evaluation and rewards of employees in the centre,

d) to ensure prerequisites for increasing the professional competence of employees in the centre,

e) to handle requests and complaints of employees in the centre,

f) to ensure compliance with labour regulations and work discipline,

g) to coordinate teams and their work to ensure the implementation of educational projects and to create prerequisites for the preparation of new projects.

 

Art. 7

Rights, duties, and responsibilities of employees:

1. Internal and external employees work in the centre as the following employees:

a) university teachers,

b) lecturers and other employees,

c) students as part-time employees.

2. Employment relations of employees are regulated by Act No. 552/2003 Coll. on the performance of work in the public interest, as amended, the Labour Code and internal regulations of the university.

 

3. The rights, obligations and responsibilities of internal and external employees assigned to the centre are given in particular:

a) relevant legal regulations,

b) internal regulations of the university and these organisational regulations,

c) employment contract and job description,

d) instructions of the director of the centre and the deputy head of individual parts of the centre,

e) collective agreement.

 

4. The hiring and work activities of external employees are governed by the Labour Code and a special internal standard issued by the director of the centre.

 

Art. 8

Final Provisions

1. These organisational regulations were discussed in the Academic Senate of the University of Presov on April 8, 2009.

2. The organisational regulations become valid and effective on the day they are signed by the Rector of the University of Presov.
