Statute of the Centre of Competences and Lifelong Learning
In accordance with the provisions of § 21 par. 3 of Act No. 131/2002 Coll. on Higher Education and on Changes and Supplements to Certain Acts, as amended, and in accordance with Act No. 19 par. 3 I issue this Statute of the University of Presov after a discussion in the Academic Senate of the University of Presov.
Art. 1
Basic provisions
1. The Centre of Competences and Lifelong Learning (hereinafter referred to as the “centre”), as part of the University in Presov (hereinafter referred to as the “university”), is in accordance with the provisions of § 21 par. 1 letter b) Act no. 131/2002 Coll. on Higher Education and on Changes and Supplements to Certain Acts as amended (hereinafter referred to as the “Act on Higher Education”) by the scientific and pedagogical workplace of the university with university-wide scope.
2. The Statute of the Centre of Competences and Lifelong Learning (hereinafter referred to as the “statute”) follows the Statute of the University of Presov and the Organisational Regulaitons of the University of Presov and regulates the position, main tasks, and organisational structure, principles of management and the relationship of the centre to other parts of the university.
3. The headquarters of the centre is in Prešov, Ul. 17. novembra 15.
4. For operational needs, it is possible to use the abbreviation CCKV PU.
Art. 2
Legal status
1. The centre was established by the Rector of the University of Presov after the approval of the Academic Senate of the University of Presov.
2. The centre does not have legal personality.
3. The centre is scientific and pedagogical workplace of the university. It carries out educational activities focused on competences and lifelong learning.
Art. 3
Mission and main tasks
1. The mission of the centre is the preparation, organisation, and provision of activities within higher education and lifelong education, which is carried out mainly in accordance with the Act on Higher Education and Act No. 386/1997 Coll. on Continuing Education as amended.
2. To fulfil the mission according to paragraph 1, the centre performs the following activities:
a) educational activities,
b) organisational and coordinating activities,
c) scientific, research and development activities.
3. Educational activity is an activity of profile importance. Its activities are focused on university, qualification, requalification, extension, supplementary and interest education.
4. The organisational and coordinating activity of the centre results mainly from the necessity of planning and ensuring educational programmes of individual forms of study. It mainly focuses on personnel provision (students, lecturers), material provision (study spaces, didactic technology, study texts) and communication activities with individual faculties and university-wide workplaces.
5. Scientific, research and development activities are focused on research related to the issue of competence and lifelong learning.
Art. 4
Scope
1. The scope of the centre is determined by its mission and main tasks and is regulated in the internal regulations of the university and in this statute.
2. The role of the Rector of the University of Presov mainly includes:
a) determining the focus of the educational and scientific, research and development activity of the centre in accordance with the long-term intention of the university,
b) evaluating the level of educational, scientific and research, organising and coordination and other creative activities of the centre,
c) allocating funds to the centre and controlling the use of funds,
d) determining the number and structure of jobs of employees assigned to the centre,
e) concluding, changing and terminating the employment relationship with university teachers and other employees assigned to the centre.
3. The scope of the centre mainly includes:
a) organising educational, scientific, research, coordinating, and other creative activities,
b) carrying out foreign relations and activities in the areas in which the centre operates,
c) cooperation with other legal entities and natural persons, including foreign ones. The director is obliged to inform the rector of the university about this cooperation.
d) carrying out business activities within the scope and under the conditions specified in the internal regulations of the university,
e) managing the financial resources allocated to the centre by the university and the financial resources that the centre obtained otherwise for the fulfilment of its tasks.
Art. 5
Organisational structure
1. The organisational structure of the centre consists of:
a) governing bodies:
aa) Director,
ab) Deputy Head,
b) managed bodies – parts of the centre:
ba) University of the Third Age (UTV PU),
bb) Institute of Digital Competences (UDK PU),
bc) Institute of Language Competences (UJK PU),
bd) Audiovisual Studio (AV Studio).
2. The centre is managed by the director, who is appointed to the position by the rector based on the results of the selection process. The director is dismissed from office by the rector.
3. The organisational structure of the centre and the activities of the individual bodies of the centre are regulated in detail by the organisational regulations issued by the rector of the university after discussions in the Academic Senate of the University in Presov.
Art. 6
The relationship of the centre to other parts of the university
1. The relationship of the centre to other parts of the university is based on the principles of cooperation in ensuring the main tasks of the university and the centre.
2. The director is invited to meetings of the Academic Senate of the University of Presov, the Scientific Board of the University of Presov, the rector's college, the bursar's college, the colleges of faculty deans and other working meetings, if these parts of the university discuss matters related to the activities and mission of the centre.
3. The centre is the educational workplace of the university. University teachers and other employees ensure the main mission of the centre. Faculties, other parts of the university and all workplaces provide the necessary synergy to the centre.
4. The Rectorate ensures the centre's personnel agenda, economic agenda, legal agenda, investment activity, public procurement, safety and health protection at work and fire protection, and property registration.
Art. 7
Principles of management
1. The centre's management is based on the allocated amount of financial resources from the breakdown of subsidies from the Ministry of Education of the Slovak Republic and other sources for the relevant calendar year, which is a part of the university's budget.
2. In addition to the funds according to paragraph 1, the funding of the centre's activities is multi-sourced, in particular:
a) from business activities in the sense of the Principles for conducting business activities at the University of Presov,
b) from European funds,
c) from research and development grants obtained from research agencies and development and other supporting sources of science in the Slovak Republic and abroad,
d) from the budget of the Labour, Social Affairs and Family Centre (if it concerns the retraining of registered unemployed and employees according to a special regulation), from the budgets of cities and municipalities, from the funds of foundations and other legal entities and natural persons, as well as from the funds of employers.
3. The management of funds, tangible and intangible assets is governed by the university's internal regulations.
Art. 8
Final Provisions
1. This statute was discussed in the Academic Senate of the University in Presov on April 8, 2009.
2. The statute becomes valid and effective on the day it is signed by the Rector of the University of Presov.
